The picture doesn't look like its the kind of animation you normally see in animated visual novels. I have also never heard of the game having animated cgs or scenes. So I don't think that it does. But I haven't personally played the game so if someone else has, please correct me. Also check the description for the pool this image is in.

I have seen a few Visual Novels in production that are experimenting with moving avatars and cutscenes, without being fully animated. As for this particular VN, I'm not entirely sure.
