Given that this is Poke-New York, I'm pretty sure that the breeding population established in that small park was founded by escaped/released pets/trained mons, rather than a native species.
Small, furry, eminently pettable, commonly found as a pet the world over, and a breeding population in a park in a major city? Yeah, that's textbook former-pet invasive species right there.
