Indeed. More importantly, the motion of the characters are very natural. The way his posture changes, how his weight shifts, and how you can see him tense up and let the bat fall some just before the ball hits him. Good stuff.
Sakuga is a term that has been adapted to refer to fluid animation.
Rotoscoping is a venerable animation technique that has existed for the great majority of modern animation (we're talking like 1915 here).
They're slightly different, but can be concurrent. You could have a sakuga scene that wasn't rotoscoped; though I'm not completely sure if the converse is true.
