This'll be her first playable appearance in an official danmaku-based Touhou since Phantasmagoria of Flower View, or depending on your definition (since PoFV was a rather nontradtiional danmaku game), Imperishable Night. It has indeed been a while.

Yes, but her last playable appearance was in PoFV, which was the point (that it's been a long time).
