I don't actually think its rape. Sakuya isn't scared, nor does she appear to be in any pain. Her stockings are ripped but she's not struggling. Quite the contrary, she seems very into it. Meiling is a youkai and Majin treats her as a dragon. Maybe she just got a little carried away.

With the setup of that picture it is fairly clear that Meiling didn't do that and is reacting to sakuya's injuries. On top of that the pictures do not appear connected in any way shape or form. Even the quality of the art is drastically different as that one is much older than this one. I stand by my claim. Sakuya seems to like her some hot chinese dragon action. There aint nothin wrong with that.
