Yep, after a quick search that's definitely the cross-dressing giant Kobito as the 'Giant Hag', Dekai Babaa, from Hokuto no Ken.
The figure this is taken from seems to be here.
It makes for a near-perfect fit for the Grandmatriarch in the bottom right of this picture.
