Yuuka was blamed for the incident and randomly attacked by almost everyone when she was just taking an afternoon stroll.
It's not like she didn't enjoy it. Or actively lied to make people think it was her (see: her dialogue with Reimu on her story mode).
I know that. That's the way she is. Even in Lotus Land Story, when she first encounters Reimu and Marisa, She had a very playful dialogue with them. Also Yuuka's dialogue in one of the Seihou games still held her personality quite well.
i readed a while ago that the incident in phantasmagoria of flower view was caused by something like a war, because so many people where dying they didn't accept their deaths and so komachi can't make them cross the river and bring them to shikieki, so they possesed the flowers and maked them bloom
Mystic Square still had a worse ending than PoFV and LLS combined, so your point is mute.
