I'm not entirely sure Sanae is the evil one here. I mean the fairies did ruin her life and made Kanako vanish. Is her act of evil here justified? Maybe not unexpectedly evil, maybe just vengeance, on the wrong person
Am I missing something? What are Dai and Cirno even doing there? They have no reason to be in this comic and even less for Cirno to be melting right in this particular moment.

All I can think of is that since Sanae blamed fairies for destroying the village's faith in Moriya and ruining her life, she took her revenge on the first unfortunate one to cross her path, which happened to be Dai. As for what the deal was with Cirno dying and melting away, your guess is as good as mine. That was probably just something the artist included to add yet another layer of tragedy to the story, not that it needed any more.

I think they only come back if defeated by danmaku. also the saying that all thing grow old and crumble under time may be applicable. but I think it was just added for shock value.

According to PMiSS fairies simply can't die. Or, rather, they just resurrect instantly, even if "their bodies are in pieces."

Fairies are the embodiment of nature. When the nature of something dies, cold, spring, flower, etc. so does that type of fairy. So you cannot essentially kill any one fairy, but it basically is all the fairies or none of the fairies.
