    Homura only looks like she's the same age. She spent ~11 years trying to save Madoka, so she's ~25-years-old by the end of the anime run.

    Yes, but that doesn't affect her physical maturation in height and secondary sexual characteristics as a human so why would it affect plumage as a penguin?
