Akitsu Maru is an army transport ship, the tank might be a hamfisted means to remind people that she's from a different branch.
They just got attacked on land (And are still recovering judging by the bandages and the construction going on). I wouldn't be surprised if they moved some tanks (and other army hardware) over.
Fleet girls (at least in the Tonda-verse) are probably less effective on land, given that they can't deploy their ocean fit-outs (unless they want to risk turning into a damaged, immovable gun battery).
Granted, the IJN (which the Kancolle Admiralty is based on) has its own tanks and marines, but I guess you don't pull any punches when your base get attacked.
(Plus the army is probably itching for action since they are usually nearly useless against the Abyssals anyway)

Tank and strike witches, fleet girls, and anthropomorphized guns as infantrymen. Throw in some tank club members too while you are at it.

They have land fit-outs, which is when they're wearing their normal kancolle equipment. The abyssal admiral attacked them completely out of the blue.

Funny story: the IJN actually had a tank stationed in front of the Navy Ministry building for most of WW2.
Not because they were worried about Allied commandos or anything, they just wanted to be prepared if the Army tried to attack them. Which seemed likely numerous times.
