Looks like the uploader saved the thumbnail from Pixiv (which are horribly compressed) rather than the actual full image.

It's the version from Twitter.
He hasn't upload it to Pixiv yet.
There are artists who post to Twitter and then upload the pics as batch to Pixiv but only after they feel like they have enough (rather than one by one).
