From what I understand with my limited god language understanding, it seems they are doing a fleet exchange. Macho admiral got a random fleet from the brother and the brother got a random fleet from macho admiral. and lil bro was hoping for a DD. which is about 50%+- of macho admiral fleet

The two brothers traded ships, apparently by blind lottery. Matsuda managed to snag the ultra badass Musashi, while his brother got the oppailoli sex monster Iku, while he wanted one of his brother's ultra cute destroyers.
So he traded Musashi for Iku? So where did Tone and Myoukou come from then? Just recent recruits? Tone kinda acts like she knows Musashi anyways.
Also, haven't seen Naka much recently...
Going by the arc, they traded around some ships to improve fleet collaboration. Matsuda's fleet, being smaller, only sent Iku (that we know of), while he got Musashi/Tone/Myoukou in return. There's a lot more ships at the lolicon Admiral's base - he himself said it was fine to send a lot of ships over (since he was hoping for a destroyer...).

Everything about Iku except her big ol' boobs and her thoughts in this frame are really adorable; the :3, the paw-hands clasped to her chest, the hip tossed way out there, the jitome, even her drool dongle. Almost makes me not incredibly frightened of her for a moment.
Honestly, if he's qualified to make more use of the heavy power ships, why even give him destroyers right? Since this comic is less "Gameplay mechanics" than other kancolle comics. He probably doesn't even need to run expeditions anyway, He seems to be a higher rank than his "Little" brother too so HQ probably sends him enough resources to cover all the battleships he has.
