It's the curse of Yamato Nadeshikos. (Although Tatsuta is not normally portrayed as one exactly...) The point of their character is that they have such a stoic poker face that they could hypothetically be concealing anything... so there's always someone who makes a point of having them conceal something either hideously embarrassing (like Houshou wearing a tiger bikini) or being secretly yandere.

Also, note that it's all the most "humiliating" things they could associate with a given character: "Good Girl Inazuma" wears skimpy side-ties or thongs, "Hitman Shiranui" wears the frilliest cutsy things with ribbons on it, and then Tatsuta...

Giving the flush, smile, and heavy breathing, I think Tatsuta is M here. Though, as I alluded to earlier, it seems as if her M has its origins in psychological problems and it may not be entirely ethical to dominate her like this.

Also, as other folks noted, the side stories have more stuff that's just for the lulz.

According to what Tenryuu just said, though, this was likely Houshou's work, not the admiralty.

To add to what Mithiwithi just said about Tatsuta being M in this portrayal, Houshou is portrayed by Tonda as being a bit... more S or even more canon Tatsuta in this one.

We also have to consider why Tasuta's halo has a skin-deep X-ray function in the first place since it was presumably given to her by the Abyssal Fleet.
