For now, I'll say they are in the "Bros" status and simply being his secretary ship just means she knows more about his fetishes than the rest of the fleet.

She's also the only actual Loli in his entire fleet, which might explain her level of confidant in knowing how he thinks, but since she's his personal secretary he's also keeping his relationship to her fairly professional, even though they seem to act more like family then superior and subordinate.

I don't think the idea is to permanently remove their fit-outs (why lose such a powerful asset in Kaga for a joint mission?) just temporarily, at least in Kaga and the heavy cruisers cases.

Girls like Ryuujou and Taihou walk a fine line for me. I don't consider them Loli at all like the destroyers. They are more just "short girls" with a DFC.

RJ is somewhat borderline, but if Taihou isn't even flat in most works I see. Unlike RJ she seems most often depicted with a small but noticeable bust including in her official art. In comparison to the ludicrously outsized busts common in anime and related art forms she might be considered 'flat', but in reality she'd probably only really be a bit below average, particularly for a Japanese woman. Between that, her apparent maturity, and the fact her 'shortness' is really only in comparison to woman that would probably be considered gigantic in reality I don't consider her loli at all she's just a 'small girl'.

My own (25 year old) sister for instance has basically no noticeable bust in anything looser then a swimsuit and is about 5'3" in half inch heels. Despite that I would hardly classify her as a 'loli'.
