Hmmm, well I guess you could say that since both are pursued by some pretty aggressive ships and passive ships Niwatazumi more than Bai's. In Niwatazumi though she has a choice in this Houshou is more a victim well when it came to Nagato anyways.

Maybe I am thinking too much short Houshou and admiral are objects of affection and chased they are similar in that sense

maybe someone else could do a better job at this than me
