From what I can understand from his first sentence, since he's the supervisor of the Grail War he needs to take care of the mess resulted from the fights, and he's not too happy about the outcome of that last fight.

Definitely reminds me of his rant during Carnival Phantasm.

This would certainly explain his sadistic misanthropy.

I thought the exact same thing. Although, which rant? The one during the Game Show or the Race Episode?

He has basically the same rant both times. He just whines that he's the one who has to clean up the mess and the budget is tight.
