    I wanted to draw them all...

    ※This image is traced off an IdolM@ster package illo, so Yamato is shorter, Haruna is taller, the destroyers are taller, etc., but please let it pass. I tweaked it a bit, but I used up all my strength.

    I'm pretty sure they're just drawing Hiei really short, (shorter than Ikazuchi) and Kongou pretty tall (or jumping).

    Typically, you have to step UP to the offering box at the shrine, not down.

    The only other explanation is a total perspective failure, where they are arrayed like this is a shot from above, even though you can also see the roof.

    Also, upon reflection: their off-model heights are an artifact of the image it's based on, but it actually works if you assume that Hiei, Kirishima, and Yamato are kneeling in front of the offering box. That's probably not an actual thing in Shinto, I don't know, but their relative heights both to each other and to the others around them suddenly make sense if you assume that's what's going on. (And Kongou's hitting a jump shot anyway, so she's naturally going to be a little higher than Haruna. :)
