Complaining about what?, Hatsuharu Kai Ni is good in several senses. And I like it.

I saw complaints about how bushy they made her hair, that she was originally "one of the best-drawn destroyers", and that now her design is too overblown. There are others who say it's better the way she is now. Hence, it just seems controversial, I don't know how many are on which side.
Anyway, the major changes to Ushio's in-game appearance come mostly from changes to her equipment. She loses the pink boxy turret with the :3 face on it, and gains green/brown camo-pattern equipment that is far more detailed, including a "ship bow" attached to her right wrist, and her skirt is ringed in depth charges. Plus, the CG is obviously drawn by a different artist.
(In fact, looking at it closely, this image of her seems incorrect, as what I at first thought was her collar actually appears to be a bow in the ribbon she tied as her hairband, which is large enough to be seen around her neck...)

There's a lot of different opinions flying around but it's usually par for the course whenever a new CG comes out. The debate over Haruna's new art a couple months ago was particularly heated, IIRC. Hatsuharu's new hair was also a point of discussion a while back as well.
Now I'm pretty adamantly sure that the artist who drew the original CGs for a given ship will be in charge of the CGs for the Kai Ni of that ship. It should be confirmed for most Kai Nis so far and I don't think they would really deviate from that pattern. The differences in the art, whether subjectively an improvement or not, should probably be attributed to the changes in the artist's style over time. I've seen recent magazine illustrations by the Ushio artist of her original incarnation and it's pretty clear to me at least that those match up with the new Kai Ni art in terms of style.
Unfortunately I can't find those illustrations at this moment or other citations that confirm this, but bob for example is definitely confirmed to be in charge of the Kai Nis for the ships he/she was in charge of originally (including the infamous Myoukou medium damage pose) and I think it's a pretty universal opinion that bob has improved leaps and bounds since the original CGs. There's Konishi for the Kongou-class as well, anyways, what I'm saying is, it's still the same artist despite the seemingly drastic change, just that the artist either 'changed' or 'improved' depending on which way you want to look at it.
Personally I like the new design quite a bit, though I do agree that the simplicity of the original was part of its charm as well.
