    The meaning behind this comic is that when Osaka asks, "Chiyo-chan, why are you flying?" and Chiyo responds "I'm 10 years old", the way she says it is 10-sai, sai being the counter for years. This can be read as 10 years old, or can be read with the English pronounciation of the number to yield tensai. Tensai in Japanese can mean genius or prodigy, which Chiyo is introduced as (10 year old in high school after all). Since Osaka was introduced to Chiyo, she has attributed various things to Chiyo being a genius, such as being able to run faster than her in volume 1. So in this case, it just makes sense that Chiyo can fly because she is a genius.
