"Fukou dawa" seems to be a kancolle inside joke, not sure if I got it right.
Not really an in-game joke, there's historical reference on it but well, it's still one of the in-game elements. And it's known as "Such misfortune" not as "I'm unlucky". You should note how she speaks. It's the formal and proper way that you can see right on Danbooru, thus, going with "Such misfortune" is the best choice I can think of.
