What's likely happening is that Nagato and Houshou are from a pretty close time period, with Nagato being commissioned in 1920 and Houshou being commissioned in 1922. On the other hand, Houshou, like Yamato, spent most of her wartime career out of the fight, serving as a training vessel. So the two battleships are being rivals because they both have a connection to Houshou. That's my guess, anyway.

The size difference being depicted is kinda fun.

The way, and a fair amount of the fans see it. If Houshou is the mothership, Nagato's personality would make her the "fathership". Then Houshou being a Yamato Nadeshiko is where the Yamato pairing comes from.
