Are people still complaining about that? Let me put this in perspective. If Remilia did not start picking fights, and everyone spoke up, about what they were really doing on the moon, instead of letting it spiral into a misunderstanding, then nothing would have happened.

Besides, the whole thing was instigated by Yukari/Yuyuko, and Remilia was the decoy (and knew she was the decoy), so she had to make a ruckus or she would have failed at her role.

Furthermore, not only danmaku isn't a greeting on the moon, but it's also completely unknown. Seriously, the main reason Yorihime receives flak by mouth-breathing retards is because she doesn't play by the rules. By Gensokyo's rules, I should add.

The rest read the other books and understood that Yukari actually won. The people complaining about the "moonbitches" are the mouth-breathing morons that either :
- read the manga only and not the books because "text make head hurts",
- haven't even read the manga but heard that their waifu got shagged in it by a new character.
So in short, the people disliking the moonhoneys are the uneducated masses that can't read the original works and are under the impression that ZUN just brought arrogant characters out of nowhere to beat the touhous.

Yeah, it's because she's "too strong" to be a boss.
Another reason might be that the lunarians on the Moon don't care about the Earth, unless it's the Eientei people or they need to send someone here as a punishment (Like Kaguya), so unless they get directly attacked, they won't do anything.
