Normally even if a translation's grammar isn't perfect I can mostly get the general idea, but I've been staring at this for about five minutes now and though I have a vague idea in my head what it might mean (Inazuma is a better Admiral then he is would be my guess) based on the context it's still really bizarre wording which is making me wonder if I'm missing something.

Er, from the grave I guess, but perhaps she's trying to say Inazuma is more of an Admiral than the Admiral is?
