Clean? Have you forgotten the fact that Byakuren in both recent fighter clearly has a sizable chest and GAINAXES!? Harukawa's art for this is very much in line with ZUN's seeming anti-curve policy save for this and even then it's pretty modest compared to what many fanartists would do or that one Tasafro artist.

No idea though looking around various background characters in HM have been shown to have noticable chests to varying degrees (Komachi, Sanae, Kanako, Iku are some examples)

I think the issue some people have is less "she's showing too much cleavage" and more "she's showing any cleavage at all." Zun stated that he wants the fan service in official works to be kept to a minimum (though I can't find a source on that either) which is probably why some fans' jimmies are being rustled despite those same fans spending tens of minutes each day reading Touhou H-doujinshi for the articles.
Apart from Byakuren (jiggle) and Mamizou (bathing) in the fighting games, service in official Touhou stuff is pretty much nonexistent, unless you have a fetish for bloomers.
