Well technically she is a mask so her eyes should give off that feeling that her face is just another mask

No, she's not a mask. Kokoro is Kokoro, body and masks and all. Just like Kogasa is both the umbrella and the girl. She is simply a mask tsukumogami.

Her title is the expressive pokerface. So, her expression is one of utter neutrality. which is why she looks like that.

You know... it's not like I don't know what she is and why her eyes look both empty and emotional. I just like the eyes.
