Failing equipment develop is actually a good thing and is often what players will purposely try to do since the failure refunds the development material and still counts for the quest.
Notice that's she's happy, hence so far as she's concerned she was lucky, you not so much... but that's kind of par for the course with anyone around Yukikaze.
