Fairies are the ones that man the equipment of the shipgirls. The one with glasses on the back is the 41cm Twin Gun Mount fairy (Kongou gets this gun at Kai and Kai Ni) and the one with the hat is the 15.5cm Triple Gun Mount (Secondary) fairy. So this is Kongou Kai's rigging.

Cam't fight alongside companions, you say? Just get Akashi to class change you to summoner and you're good to go.

Akashi is in charge of things like remodels.

Anyway, Kongou's probably not good with "companions" because of Maya-related trauma.
