actually it was because there was a bug in the Yggdrasil's system (again), and the result was all kinds of lulz happening to the Goddesses, Belldandy shrunk, Urd became a kid, and Skuld became the hotness.
I think I remember that chapter from the manga, they also had heavenly power outages and thus Belldandy slept all the time, Urd was drunk stiff (in addition to being underage :), and Skuld devoured enormous quantities of ice cream.
