    I'd use outside_border since it's not specifically addressing the fact that it's in a comic. Fourth Wall would be more like if it fell out of the third panel, and fell on someone's head in the fourth.

    I think that would still be outside_border. The fourth wall is the invisible wall between the actors on stage and the audience. Acknowledging that they are in a play (or comic in this case) or referring to the audience (readers) is to break that invisible wall.

    Perhaps I didn't explain it well enough. It would be fourth_wall if someone in panel 3 punched someone in panel 4 across the panel borders.

    No. That would still be outside_border. Artists often split a scene in several panels when those panels are actually next to each other in the scene. The panel split is either there for seemingly no reason or to show the passing of time, so as to force the reader to read the action and speech in the correct order. Unless they are acknowledging the existence of the panel by actually interacting with it then it is likely just an artistic choice. If the people in panel 3 and 4 are in widely different places/times, then I would agree with you because the character is clearly taking advantage of the fact that they are in a comic.
