Putting this out there, I am not sure if that is Yamashiro or someone else. I don't remember her being that short compared to him.

She seems to be sitting down. Plus with the author's other works, it makes sense that Yamashiro would be looking at her admiral like this. Plus Yamashiro has that kind of short hair as well.

Gonna go with that since I can't make heads or tails of the post this came from.

Yamashiro reminds me of girls in kabuki(?) because of that red eyeliner and white face powder and that pic I saw of a geisha (or was it an oiran) in Kyoto.

I don't think this is Yamashiro, nagomi doesn't draw her with such long hair on the left.

I think that's the intention of the original artist who designed the Fusou sisters in the game.
