Some kind of raptor, because of those claws and her preference for meat. The ending of the second episode of the anime shows that she's not an eagle-harpy, though. And she's not a chicken-harpy either. Or an ostrich/emu-harpy (the three types shown).

Papi is a generic harpy, not one of the subraces of harpy. She is likely based off of just a normal bird, a bluejay would be a good comparison.

Actually most if not all birds are willing and capable of eating as carnivores. Even hummingbirds eat bugs if they can but they don't generally peruse them its just a 'if its in our path and can fit in our mouth' sort of thing. Even nut eaters will still eat bugs if they can. I doubt you would see them turning down the protein. They are all descended from small preditory dinosaurs after all.
