I would like to know how this is yuri. As far as I can see, it isn't tagged as yuri on the source(which is the wrong image) and I don't see any "romantic or sexual interaction" going on here.

1. The source is the correct image, you just didn't click to see it.
2. It's tagged "NicoMaki" which is a coupling tag.
3. If a girl being tied up and offered as a birthday gift to another girl doesn't have sexual implications I don't know what does. Note that she's partially undressed already too.
