I think it is either Ha or Ni.
But yes, the Abyssal Destroyers (I Ro Ha Ni) grew 'legs' when they reach 'late model' version. Think of it as their Kai Ni.

This is where Reiji's old corps came to fight the abyssals ATT style isn't it ?

And, I-class have legs

The basic ones, Elite (Red aura), Flagship (Yellow aura) don't have legs but the Late Model ones do. And they tend to be annoying somewhat sometimes because their evasion has increased. And they not nice to Submarines =_=
