Hayasui can refuel everyone at preboss to 100% (100% dmg) if they are below or equal to 40% (60% dmg) + can equip seaplane bomber (Open bombing) before Kai . After Kai, 3 slots and can use Blue Bombers (free Ryuusei)

Hayasui is just really squishy. She's essentially just a normal girl even with the rigging.

I'd still level up Hayasui in PVP as flagship till she is event worthy in my eyes (between 75-80). You never know when Tanaka gonna punish Surface Combined Fleet again.

Yeah, Mizuho and Hayasui are cute, but not Destroyer cute.
