Comparing to the character design sketches in the official artbook, the hair style/accessories are very similar but the outfit is absolutely different. The gloves are supposed to be more like pauldrons and the body suit has form-fitting spats rather than some kind of buckled dress. I'd say it's a coincidental similarity.
