Note how Fubuki's hands are positioned -- she looks like she actually wants out of her sister's hug, which I suppose is reflective of how their relationship is eventually revealed to be in the webcomic: that of Tatsumaki being an obssessive and smothering presence constantly hovering over Fubuki.
