You could be right, I had interpreted "ばか！別に" as being Kyonko's line in defense of Haruhiko saying "じゃー", as in "well then, [if you can't handle it]..." or something to that effect. The way it reads now it could very well be the faucet.

Why did Haruhiko's eyes change color in the 5th panel?

It's probably a "Just as planned" moment, like when Light's eyes went red or L's eyes went blue.
