It's more that Ashigara isn't chasing her. Except that she has suggested the Admiral Tatebayashi resign as she can't handle shipgirls without being treated with a complete lack of respect that has at times crossed over into molestation.

But it's good that to see Sakurako chatting with her shipgirl big sister.

This isn't being bullied - she's being aggressively pampered. I'd do almost anything for that sort of attention from Ashigara.

Or, for that matter, to do the same thing Ashigara is doing to Sakurako.
