    There's really nothing more you can add.

    Although I would like to bring to consideration that in order for this to happen, lawmakers would have needed to make a law with defined terms and conditions, which means that they would have to agree to put "SEX" under the protected terms, which means that at some point a group of lawmakers had to consider "Should we fuck them?" as a serious legal question.

    Didn't the anime pretty much said that there were still working out the finer details in the law at that time?

    If monster musumes were considered legally able to give consent, those contrived laws would consist of little more than "do not discriminate against monster musumes." But from what I've seen of the laws (very little) their status is more that of slaves. Sex between master and slave is always considered statutory rape.

    So the "protection act" is based on a slave law? And not only did a free nation write slave laws in the 21st century, no one cares and the demihumans just went with it?

    I guess it's a theory, but that's still a logical zig-zag.

    To me, it seems more like they just copy/pasted common Foreign Exchange Student and racial discrimination discrimination laws as an "oh god we need regulation yesterday" measure. Maybe some diplomatic laws as well.

    But I do like the above theory that it's actually to prevent the monster from harming the humans in bed.

    Uh, the "no sex" part of the law only applies to EXCHANGE FAMILIES, not ALL inter-species relationships.
    Why the heck are people here acting as if it applies to all the monsters? It doesn't, and the manga/anime never implied it did.

    Thus it's not contrived at all since that "no sex" thing actually applies to IRL exchange families.

    That's a good point, I've never even heard of that law before.

    But it doesn't say that it does either. The anime eyecatch description says that the laws about breeding are just "very strict" and thats it.

    It's an assumption either way. Although i'm less likey to believe the writers actually knew this either, your theory would somewhat justify it a bit more.
