I'm guessing its because his in-game AoE Noble Phantasm is rather weak at the beginning & you need to finish his Interlude quest to power it up.
Nah, for those kind of enemies in the daily EXP quest, Archer's Noble Phantasm without his interlude should be strong enough. The joke comes from the fact that he uses this on Archer and Lancer class enemies; Archer doesn't take extra damage from fellow Archers, while Lancer takes half damage from Archers.

Pretty sure that harana is the right one. At least, Archer's ATK and NP damage is lower than Altera, and unlike Tamamo-Cat, he doesn't receive class bonus damage. Against opponents in daily EXP, unless his NP level is increased or his stats maxed, they won't die in single NP.
