Lately there have been new kai nis that can equip daihatsu landing craft which increase expedition resource gains. Those few ships tend to end up on permanent expedition duty. (Initially only AVs (except for Akitsushima) and Akitsumaru could equip them. Then came Abukuma kai ni, Kasumi kai ni and now Verney and Satsuki kai ni.)
Verniy just got the ability to equip those daihatsu.
To be fair, Abukuma Kai Ni can also equip kou-hyoteki which gives her an opening torpedo attack like the torpedo cruisers (KTKM-sama, Ooichi and Kiso Kai Ni). The thing is that she remains a light cruiser, which means that she can operate in most if not all event maps that generally like to bar torpedo cruisers from participating. This makes her more versatile (and popular, at least when it comes to sorties) than the other "Daihatsu mules" =3
Isn't Hibiki too useful to get such a thing done to her regularly?
Depends, many veterans consider her to be a weak k2 DD, and is't actually F/A cost friendly for exped.. But I always thought that her ASW and HP is astounding, and since verniy always has high level, able equipping daihatsu means she's a good candidate for exped 38 (rat).
Isn't Hibiki too useful to get such a thing done to her regularly?
There isn't always an event going on so even if it's a ship you would use, Hibiki is still going to get the expedition treament during down times for players.

My Verniy is glad I don't have the Daihatsu for her to be a mule for. Though not can be said for my Kasumi (even if I only have the one).
