Yeah, she did. It's just that in a side story not uploaded here, admiral himself mentions the four(Kaga, Sendai, Hibiki, Shiranui) that their performance during training was "outstanding".

I... doubt it. Hmmm... Kaga could be a "proud soldier with a nasty inferiority complex" based on how she repeatedly bullies and talks down on the most distinguished carriers of the IJN.
