Basically, they were talking about rumors of "Kai-2 experiments", and the Admiral confirmed it. In the doujinshi version there is also a scene where Kamio shows a ring saying it's kinda a secret device to power up a shipgirl to the next level(yep, it's that wedding ring) but no one including himself really understands what that ring actually is.
