She's wearing a hakama to show her "age" compared to the modern destroyers and their seifuku. The Kamikaze-class KanMusu are going very "traditional" in their dress.
I was wrong about the new kanmusu being a CV. It's the Kamikaze-class destroyer Harukaze.
and she's "bigger" than RJ because of course she is
RJ should be use to "bigger" destroyers, even though Harukaze is an older, non-Special Type model (Though most of the Fubuki-class are also older than RJ)
