There are only 19 Kagero-class DD. Fletcher-class got about 175 ships. Taking everyone might be impossible so they probably take the more famous ones.
I'm sure they'll only put in some notable ones. Everyone wants to see Johnston, O'Bannon is also a solid contender, heck even William D. Porter has some fans just for her sheer derp potential but there is one particular Fletcher-class shipgirl that I want to see, USS McDermut, a ship responsible for sinking three Asashio-class destroyers at the Battle of the Surigao Strait.

How about Fletcher herself! She's the ultimate teacher's pet, never deviating from doctrine or previously established plans in favor of personal glory, but focusing on constantly improving them for the benefit of all. Guadalcanal aboard Fletcher was a laboratory in which the CIC concept and the idea of independent destroyer operations was developed. Fletcher's CIC was implemented on every one of her sisters, and from that and the doctrinal changes resulting from Fletcher's experience at Tassafaronga, a direct line can be drawn to night battle dominance from the latter part of '43 onward, and eventually to the fleet-level CICs which ruled the Philippine Sea and Leyte. You might even imagine that if Amatsukaze's torpedoes hadn't run deep under her hull at Gaudal 1, the war would have been prolonged for months.
I want a genius destroyer daughter. I hope they do their research if they put her in; Fletcher played a bigger role in the war than any other single destroyer, but it's easy to miss if you only look at kill count.

It's... unlikely. I find that the devs tend to step up the so-called "trauma train" (by which I mean new shipgirl additions that traumatize the old crew) by bits and pieces. By which I mean:

Honestly, I'm expecting one of the more accomplished subs like Harder (I'm here for you... actually, I'm not), Albacore (ya scared? 'cause I'm PISSING MY PANTS), Cavalla (Why is it always me?), or even Sealion (Burning... FUUUUUUUUUUUUU-).

Wasn't Inazuma sunken by Bonefish? The one Harder sank was Ikazuchi. (Unless there are other shipgirls who say "hawawa")
