Nah, the design was changed because back then it wasn't planned Makoto would bang her. So her design was Makoto with long hair and lipstick. They had to change it to make them look different.

Any reason why the mother has two designs that look 20 years apart?
There's a funny thing after playing the game.
She has two sprites in the game and they both look 20 years apart but what makes it funny is it's an entirely different reason.
In one Sprite she has her bangs pulled back completely exposing her forehead, in one she doesn't. But the one with the bangs pulled back makes her look OLD. Like seriously late 40s but bangs come down and boom! Mid twenties lol
I think they knew what they were doing. I was shocked.
Does that means that Makoto can be officially called a motherfucker?
Well, seeing one of the out outcomes that this scene leads to in Strip Battle Days 2, Mokoto can choose to impregnate his mother. So by giving his mother his own inbred half baby sibling/child, I'd say that would most definitely give Makoto that title.
thankfully, Dearest Mother doesnt bat an eye to all of the stuff i look up at the internet. She casually goes in and out of my room while i am looking for stuff at the sadpanda. even once asked her if she ever wanted to try watching some...no dice on that so far.
