Ah, but Nanoha went lawful good between A's and StrikerS. In season one she was chaotic good, like many great heroes, and approximately neutral good in A's.

Aside from that, considering the CPS has the authority of law... If she Starlight Breaks them, even if she can dispatch every team sent to subdue her... To paraphrase "The Four-Dimensional Man" by Sam Hughes (google it, ~3rd entry):

'They can't hold you, but they can make your life unpleasant. You start blasting through police officers, you're resisting arrest. ... Follow that path to its logical conclusion. When someone tries to take your child away you do crazy things. Anyways, I don't believe that CPS would be able to just waltz in, and sides why would they care?

CPS would just have to cool their heads off.
