To be fair, good looking blazers could cost several hundreds of dollars. If I had to choose between fighting in a blazer or not, I'd ditch it to save me a trip to the tailor.

Her personality is pretty bland compared to Sakuya, Youmu and Sanae. I never understood her popularity.

I'm not really a mainstream Reisen fan (evident by my first comments downvotes, Touhou fans are pretty polarized in their views of the universe). Her popularity is really more because she is mostly a gag character, but I like Reisen because there is a lot that can be done with her history with the moon and the cold war. There are some really good fanworks depicting her surviving in a dystopian society and escaping to Genesokyo. Reisen II also brings an interesting dynamic that can be played around with.
Also, even though it isn't necessarily cannon, I like how there are hints that Reisen is proficient in firearms. It is rare to see a traditional style japanese (or really any cultures traditional use of firearms) situation where firearms are seen alongside swords and magic even though it was prevalent in history. I personally think this is a result of modern stereotypes and bias that the firearm is somehow evil and less honorable than other weapons, and as a result it's appearance is often omitted aside from the role of the "assassin" or similar character.
This also brings another aspect in that Reisen is frequently targeted as the odd one out. Be it her role as the straight man, or as the one everyone picks on and gives all the work to. She also rarely makes references to her past. This adds a degree of mystique around her character, which allows her background to be molded much more freely by fan artists. She is commonly depicted as a more level-headed and common-sense character, despite her waveform ability which allows inducing insanity. She is kind of like the grey man in Touhou. Bland and somewhat unremarkable on the surface, but quite a bit of potentially untold history that can be worked into her character without drastically disrupting cannon.
