It's likely because many of the ones you're uploading are pictures of sketch books or just generally low quality. Although I do agree with the many of the ones that were appealed. Most are already restored.

Its really not a fair judfement to discriminate against an artist just because he chooses to use traditional media.
In addition, "just generally low quality" isnt a fair judgement either as thats completely subject to taste.
Is there a more specific point you're trying to make? What do you mean by "low quality"? Ive yet to upload a single post that isn't drawn well. In fact, ths only one that isn't drawn well in my opinion was cleared.

Okay, A) that rule makes no sense. If artists are not to upload the work they have done, then why does this site exist at all? It exists to host images. and B) what makes you think I drew these? I found them elsewhere on the internet.

Danbooru is a site to host high-quality images. Artists are biased toward thinking their own work is of a higher quality than other people do; it's just human. Thus, it's greatly preferable that images are uploaded here by a second party who has deemed them to be of high quality. I'm not really sure what made Skribulous bring it up, though.
As for the image itself...it just bores me. It's kinda nice lineart sure, but there's nothing particularly exceptional about it. It is better without the flat color of the parent, though. That said, I tend to be pretty hard on non-manga images compared to other approvers.

It's not because they were pencil sketches, but because they were uploaded via photos of the sketchbooks. "Generally low quality" isn't subject to taste when the photo is off center, slightly out of focus, over saturated, and we can see the binder rings.
If they were cleaned up, quality scans, much of what you uploaded probably would have stayed. You can't just upload whatever cute picture you find of a character you like on DeviantArt, as Danbooru is not DeviantArt.
A good thing to notice is that the images that have colored, scanned versions have those version approved.

You're answering yourself. I found it boring, art is subjective, and I'm not the only Approver for that reason. I can only give my explanation for not approving it, not everybody else's. If you want a wider set of opinions, try topic #7934.
