In the defense of both the Moriya Shrine and the Hakurei Shrine:
The Moriya Shrine's whole plan was that getting faith from humans was insufficient so they relocated from the outside world to Youkai Mountain in Gensokyo in order to get faith from youkai (sort of makes sense as youkai live so much longer than humans so you don't need to convince a new generation to have faith in you every couple of years as you would with humans)! Its the youkai who are not visiting the shrine that's the issue, not the humans (though they wouldn't complain about human worshippers either). Something a lot of fans overlook.
The Hakurei Shrine had no visitors before youkai started hanging around. IIRC it was stated that the ungrateful public don't visit Reimu's shrine because she doesn't just vape every youkai she sees but treats them as fairly as she does humans (you give her grief she trashes you, if not she ignores you). And frankly, if I were Reimu I'd rather not re-make enemies out of the likes of the Scarlet Mansion crew, Suika, Mima (if she even still exists in the Windows canon) or Yukari by refusing them entry (not that she could stop Yukari from coming and going as she pleases anyway).
